Polling Place and Precinct Changes

Wayne County Board of Elections – February, 2025

Introduction

The Wayne County Board of Elections is required to consider many factors when drawing precinct boundaries and choosing polling locations.  Occasionally, precinct boundaries have to be reassessed due to population changes and occurrences like new housing developments and annexations.  When it comes to polling locations, handicapped accessibility, availability of parking, voter safety, interior space, cost, voter experience, and many other factors all play a role in making this decision.  Occasionally circumstances arise that require a polling location to be changed.  The Wayne County Board of Elections does not change a precinct boundary or polling location unless it is absolutely necessary.

Polling Place Changes for Spring 2025

Some voters in Wooster, Orrville, and Rittman will have a new polling place for this and future elections.  Please see the chart below for more information.  Affected voters will need to go to their new polling locations to cast their vote.  You can check your polling location by using our Voter Information Lookup Tool – just enter your name.  You can also search by entering a voter’s address on our Polling Place Search Tool.

Precinct Changes for Spring 2025

We have implemented the following changes to precincts and precinct boundaries to accommodate a changing voter population and ensure voters have a better experience on election day. Voters in the impacted areas may have a new polling location, as indicated in the chart above.  Please note that impacted voters in the cities of Orrville and Wooster will remain in the same wards, therefore these changes will not impact their representation on City Council.  Likewise, Rittman residents’ City Council representation will not be affected as all Rittman City Council members are elected to serve at-large (representing the entire city).

Wooster Ward Two (Map)
Precinct changes within Wooster Ward Two were made necessary by the increase in voter population in Precinct 2D. Precinct boundaries within the ward have been adjusted to better distribute voters among the four precincts within the ward, and maintain a voter population per precinct below the required legal threshold of 1,400. To accomplish this, Precinct 2B has been expanded to the north and east. This will allow all College of Wooster student residences to be in one precinct, voting at First Presbyterian Church. Precinct 2C has also been expanded to the northwest, and will now vote at First Presbyterian as well. There have been no changes to Precinct 2A. These changes better distribute the voters within Ward 2 precincts, which will lead to a better voter experience on Election Day.

Wooster Ward Three (Map)
Precinct changes in Wooster Ward Three were made necessary by an increase in voter population in Precinct 3C and a decrease in voter population in precincts 3D and 3E. Precincts 3D and 3E have been combined into one precinct – 3D. This newly-combined precinct has been extended to the northwest, adding several blocks formerly in Precinct 3C. Precincts 3A and 3B remain unchanged. These changes better distribute the voters within Ward 3 precincts, will lead to a better voter experience on Election Day. The combining of 3D and 3E will allow the Board of Elections to better distribute resources and poll workers, facilitating a more economical use of taxpayer dollars.

Wooster Ward Four (Map)
Precinct changes in Wooster Ward Four were made necessary by a sharp increase in voter population in Precincts 4C and 4D – due in part to new housing developments and planned new development in Precinct 4B. A new precinct, 4E has been created in the northern part of the ward, allowing population in precinct 4C and 4D to be reduced to an appropriate level, as voters in the northern parts of those precincts are now in the new Precinct 4E. Boundaries for precincts 4A and 4B remain unchanged. These changes better distribute the voters within Ward 4 precincts, which will lead to a better voter experience on Election Day.

City of Rittman (Map)
Precinct changes within the city of Rittman were made necessary to better distribute the voters per precinct within the city, and to accommodate an increased population in Rittman 3. The boundaries of Rittman 4 have now been expanded to the western edge of the city, taking in those former Rittman 3 voters who live north of Sunset Drive. As this change places the former Rittman 2 polling location within Rittman 4, a change to the polling locations for Rittman 2 and 4 became necessary. This change in locations will result in less travel time for voters in both precincts, and the better distribution of voting population will lead to a better voter experience on Election Day.

How Do I Know?

Every voter affected by these changes was mailed a notice to the address in their voter record.  This information will also be prominently featured on our website, social media accounts, and press releases to local media as we get closer to the election.

Are These Changes Permanent?

These are long-term changes intended to be in place for the foreseeable future.  We know that changing a polling location can inconvenience voters, and we take that seriously.  We do not change a polling location or precinct boundary unless it is absolutely necessary.  If unexpected circumstances arise that do require any changes, all affected voters will receive a notice in the mail and information will be updated on this website and the Board’s social media pages.

 

Will there be more changes in the future?

While population change is a continual experience in growing communities like ours, the changes made in Orrville, Rittman, and Wooster should put us in a good position for several years.  There remain necessary changes to be made in the townships and villages throughout the county.  We hope to implement these changes in precinct boundaries outside of the three cities over the summer of 2025, and to have them in place before the November General Election.  These changes will result in polling location changes for some voters.  All affected voters will receive a notice in the mail when these changes are implemented.
